1996

  • Signed agreement with Bulig Foundation and Families and Children for Empowerment and Development for Philippine Healthy Start pilot project.
  • Groundbreaking with Philippine Department of Social Welfare and Development and Elsie Gaches Village to improve delivery of services to mentally challenged children.


    Groundbreaking ceremonies for the Friends of Elsie Gaches Village for some 600 mentally
    challenged persons to live out their lives in a caring residential community after being cast
    out by their families and society.

  • Held first Family Therapy workshop series in the Philippines conducted by Dr. Danilo Ponce of Hawai‘i.
  • Signed agreement with Rainbow Orphanage to establish an orphanage for abandoned and homeless children in Dumaguete, Negros. Opened November, 1996.
  • Fourth group of Ke Aka Ho‘ona families began construction. Completed May, 1997.
  • Began construction of two model houses in Phase II of the San Carlos, Philippines home lot program.
  • Signed agreement with the San Carlos city government for the joint undertaking of a housing and community development project. Baseline survey performed, and home visits of 98 potential beneficiaries completed January 1997. Construction of 68 homes for working poor begun in July 1997. Homeowners association organized September 1997.

1997

  • Signed agreement with the Institute of Church and Social Issues to implement a research study on land values in Metro Manila and their impact of housing programs.
  • Began work on Philippine Encyclopedia of Social Work.
  • Co-sponsored with Fatima Village Youth Association a youth congress for 72 youth to define their role in community building in San Carlos, Philippines.
  • Ke Aka Ho‘ona community center expansion begun (for computer learning center, expanded offices, additional meeting rooms, basketball court, playground for tots). Completed in December, 1997.
  • Co-sponsored National Conference on Child Abuse in Manila.
  • Signed agreement with San Carlos City government to provide support for Consuelo Zobel Alger Community Center for community development project.
  • Finalized agreement with Dumaguete city for a housing and community development project to resettle squatters from the port area of Looc. Construction of 35 homes begun. In July, two community development workers were hired by the city to facilitate relocation.
  • Phase II of Ke Aka Ho‘ona started. Infrastructure phase. Completed in July 1998.
  • Fifth group of families began constructing their Ke Aka Ho‘ona homes. Completed in June, 1998.
  • Began construction of day care center at Cadawinonan, a project for Dumaguete community development project. Completed April, 1998.

1998

  • Completed the first 100 houses at the Dumaguete community development project .
  • Completed construction of 68 houses for the working poor, Phase 2, at the San Carlos community development project.
  • Launched with Pilipinas Shell Foundation and the Marcellin Foundation an agricultural training program for youth in General Santos.
  • Facilitated the development of Teatro Pintaflores, a theater and arts group for the youth of Fatima Village and Villa Consuelo, San Carlos.
  • Held a Core Energy Seminar for community volunteers of San Carlos and Cadawinonan at the Agricultural Promotion Center in Bohol to develop community role models.
  • Formed the Society of Filipino Family Therapists to assist members in continuously improving their technical expertise and to provide training to other child caring and family-focused organizations.
  • Purchased property in Baguio city for the construction of the Juvenile Justice Center.
  • Inaugurated Phase II of the San Carlos City Community Building Program.
  • Partnered with World Bank to develop a program to enhance the social and economic potential of out-of-school youth.
  • Began day care center classes for 60 children at the Dumaguete community development project.
  • Developed the CHILDBASE software to become the standard case management information system for street children programs throughout Manila.
  • Conducted first series of Interpersonal Relationship Seminars for residents of the Dumaguete community development project to promote the integration of squatters relocating from the port area of Looc with the original residents.
  • Signed agreement with city of San Carlos and Urbis Philippines for the development of a Social and Economic Masterplan for San Carlos City
  • Provided support for ‘Aha Punana Leo for improvements at Kula Ni‘ihau O Kekaha, a special Hawaiian language school for children from the island of Ni‘ihau.
  • Sixth group of nine families began construction of their homes at Ke Aka Ho‘ona .
  • Funded the training of Philippines’ Healthy Start mangers and supervisors, with Hawai‘i Family Support Center staff serving as trainers in the use of the program’s group curriculum for mothers with 0-3 month babies.

1999

  • Initiated partnership with Dept. of Hawaiian Home Lands to develop a new self-help housing project in Wai‘anae.
  • Launched first Individual Development Accounts program in Wai‘anae, helping 16 builder families to save rapidly for house mortgage and closing costs.
  • Made a $500,000 grant to the Filipino Community Center in Hawai‘i.

2000

  • Launched Children’s Hour in the Philippines to raise awareness of children’s issues; increased funds to address those issues; and fostered philanthropic and social responsibility among individuals, business and organizations.
  • Organized and administered by Ayala Corporation and the Children and Youth Foundation of the Philippines.
  • 17 homes for increment 7 completed at Ke Aka Ho‘ona final increment of 12 families selected.
  • Several Individual Development Account programs launched to build the economic resiliency and assets of families at Ke Aka Ho‘ona.
  • Development agreement ratified with Department of Hawaiian Home Lands Commission to provide 32 self-help homes and community center by the end of 2005. DHHL to provide the land, develop the infrastructure, the design, and the community center. The Foundation conducted recruitment from DHHL’s waiting lists of native Hawaiians, supervised construction, and commissioned a survey to determine nature of community center to be built.
  • 32 “poorest of the poor” families became proud homeowners at Bloomington Farm Village in Dumaguete. Each contributed 300 hours of sweat equity in constructing their homes and together developed a model community of mutual interdependence and empowerment.


    Residents who once lived in slums and garbage dumps gave thanks for new homes
    in the Bloomington Farm Housing Project in Dumaguete City. Implementing it was
    the Little Children of the Philippines, one of the Foundation’s long-standing partners
    that serve the poorest of the poor in 14 different villages in that city. The 32 residents in
    this housing project came from the garbage dump site and slum communities near
    the harbor of the city. 

  • Launched the Out of School Children and Youth pilot project with support from the World Bank and a collaboration of business, government and social service agencies. Managed by Children and Youth Foundation of the Philippines. Focused on out-of-school children and gave them access to basic and technical education that leads to employment.
